The current proposal by Norfolk County Council is to provide an additional highway access point to the Airport Industrial Estate by linking Repton Avenue with Meteor Close for light vehicles and buses but not HGV’s.
This forms the initial part of a wider proposal to create a new link road between the Airport Industrial Estate and St. Faiths Road. This will form the easternmost section of the orbital route within the Broadland Growth Triangle as set out in the Area Action Plan (AAP), policy GT3, linking the Airport Industrial Estate and Broadland Business Park via the new residential allocations. Further work will be undertaken to determine how the remainder of the link road between the Airport Industrial Estate and St. Faiths Road will be delivered in the context of the development of the AAP Site GT15, Land north of Repton Avenue.
The current proposal and the remainder of the link between the Airport Industrial Estate and St. Faiths Road has the support of the Greater Norwich Growth Board (GNGB) who have allocated Community Infrastructure Levy (CIL) funding for the scheme.
As well as enabling the overall link, an additional access point to the Airport Industrial Estate will address current access problems and facilitate the regeneration of the Airport Industrial Estate.
Old Catton Parish Council was preliminarily consulted on this proposal and made the following comments: -
• The Parish Council believes the traffic count figures for this area to be grossly underestimated and intends to place its SAM2 device in this area to give a better feel for traffic numbers. Once this has taken place the data will be shared with Norfolk County Council.
• The Parish Council insists that there must be camera enforcement of the weight restrictions. Norfolk County Council has confirmed that an Automatic Number Plate Registration (ANPR) device will be installed for this purpose.
• The Parish Council insists that the new Link Road must not be opened until the Northern Distributor Road (NDR) is open. Norfolk County Council has stated that the timescale for the work is at this stage to complete spring 2018 which will accord with the NDR opening.
• The Parish Council insists that a traffic review for Fifers Lane/St. Faiths Road junction takes place after six months of use. Norfolk County Council has agreed that this will take place.
• The Parish Council insists that mitigation for adjacent roads e.g. Lodge Lane and parking restrictions should be considered and put in place. Norfolk County Council has stated that it welcomes suggestions of further restrictions, however as these will need to be consulted upon there can be no guarantee that these will be consulted on.
